Formal Links with "Governmental" Activities of the Commonwealth which are to be
Discontinued in 1997 or before

Territories Administration
Nature of Link
Formal links with the Commonwealth Youth Programme (CYP) Asia Centre and the Commonwealth Youth Exchange Council. Participates in the Commonwealth Youth Programme Diploma Course, the Commonwealth Youth Service Award Scheme and the Commonwealth Youth Project Fund organized by the CYP Secretariat and makes annual contribution to the Secretariat.
Remarks
When HK's formal association with the Commonwealth ceases, HK will no longer be eligible . to take part in the Diploma Course nor be eligible to be granted the Commonwealth Youth Service Award or the Commonwealth Youth Project Fund. Also inappropriate for HK to continue to make an official financial contribution to the CYP Secretariat after 1997.

Trade and Industry Branch
(a) Participation in
conferences organised by the Commonwealth Secretariat.
(a) Experience has proved
that these have not been particularly useful.
(b)
Tariff concessions under a Commonwealth Preference Scheme.

The concessions are insignificant in
trade terms; not mind losing them when necessary.
3. Security Branch
(a) Immigration
Department's function in respect of visa
and other consular matters for some other Commonwealth territories.
(b) Correctional Services
Department has
participated in
meetings of
Commonwealth
Correctional
Administrators.
