What are the arrangements for the informal meetings?
Meetings are arranged whenever there are topics which Members of the two Councils would like to exchange views on. To facilitate exchanges of ideas, individual members of the Executive Council have been assigned to liaise with different groupings in the Legislative Council.
ExCo should be made accountable to the public.
ExCo's role is to advise
to advise the Governor on policies. In tendering its advice, ExCo always take into full account the views of LegCo and the public.
There are already various arrangements to ensure that the Executive is properly accountable to the Legislature [e.g. attendance of senior officials before LegCo and its committees to explain policies and answer questions; consultations and briefings on important subjects such as the Budget]. Recent
additional measures include:
(i) separation of the non-official membership of ExCo and LegCo so as to allow both Councils to more effectively perform their respective
constitutional roles;
(ii) an elected LegCo President;
(iii) the Governor's Question time; and
(iv) the development of LegCo's committee structure
and an independent secretariat.
