The requirements for the through train have been laid down clearly and in principle in the BL and the relevant NPC resolutions. These requirements are that the through train must realise sovereignty and be conducive to a smooth transition. The through train will ultimately have to be decided by the SARPC to be set up. in 1996. At present what the two sides have to do is to pave the way and build the bridges for the through train. Only when this has been done can other aspects of the through train
and its essential criteria be discussed.
