HONG KONG: TALKS ON ELECTORAL ARRANGEMENTS: THROUGH TRAIN OATH
1. Thank you for copying to me your faxed letter of 3 November to Bob Peirce.
2. Although we think that David Edward's draft is good work, the Ambassador feels that it will be necessary to include something to meet the long-standing and top-level Chinese position that the Hong Kong people who run Hong Kong after 1997 must be patriotic and love Hong Kong. This may sound "silly" to us, but we ought to be able to find unobjectionable wording to reflect the point.
3. CAB are best placed to judge what would be acceptable in Hong Kong, so I shall forbear from offering a draft!
