I note your view that there should be no problem with the validity of these two instruments as they have been "approved in principle" by the Queen at the Privy Council meeting on 17 December 1992. Nonetheless, given the concerns expressed by our lawyers I wonder if you would ask the FCO Legal Advisers to look into the case and confirm the validity or otherwise of the two instruments? I hope you will agree on the importance of knowing exactly what our legal position is on this very important matter.
