Amendments to Letters Patent
and Royal Instructions
This is to follow up On Our discussion on the above when you visited us earlier this month.
As I explained at our meeting, although the latest
amendments to the Letters Patent and the Royal Instructions have been signed by Her Majesty and are therefore now ready for publication in the Gazette any time, we believe it
Would De tactically prudent to withhold the gazettal whilst
talks with the Chinese on the 1994/95 electoral
arrangements are
still going on 50 as to preserve Our position on the overall composition of the 1995 Legco.
As you are aware, however, the catch here is that
signed amendments not only provide for the broad
composition of the 1995 LegCo, but they also provide for
LegCo to make their own rules and orders regarding the
stand-in arrangements for the LegCo President. Unlike the
first set of amendments, the amendments to provide for the
latter carry no political sensitivity and there is no reason why they should not be gazetted and brought into
