THE DRAFT HONG KONG LETTERS PATENT 1993 AND THE DRAFT HONG KONG
ADDITIONAL INSTRUCTIONS 1993
Problem
1
1. The approval of a Foreign and Commonwealth Office Minister
is required for the attached draft Hong Kong Letters Patent and
Additional Instructions to be submitted to the meeting of the
Privy Council to be held on 31 March.
Recommendation
2. I recommend that Mr Goodlad approve the two draft
instruments. HKD and the Government of Hong Kong agree.
Papers have to be with the Privy Council Office by 5.00pm on 25
March. If the Minister agrees, he should sign his name in the
place marked at the top right hand margin of each draft.
