argument, it is necessary to provide
explicitly for EC elections, and for voters in the EC
(which need not be by universal suffrage) to also vote in
the GC elections.
III.
Proposal

We propose that the LP should be amended to
stipulate that the LegCo in 1995 will consist of 60 members
elected through three different means :
(a)
20 by GCS;
(b)
30 by FCs; and
(c)
10 by an EC.

AS a corollary of the above, clauses on appointed
members and ex-officio members in the LP and RI should be
deleted.
