Composition of 1995 LegCo
Amendments to Letters Patent and Royal Instructions
I refer to my letter of 10 February and the
A draft of the
Drafting Instructions attached thereto. necessary amendments is now prepared, a copy of which is
enclosed.
You may wish to note that in addition to the amendments envisaged in the Drafting Instructions, further amendments to Clauses XIIA, XIX, XXI and XXIII of the RIS are proposed. These amendments are

the date "1991" in Clause XIIA is deleted and substituted by "1995". This will then provide explicitly for an election for all Members of LegCo to be held in 1995;
a new paragraph is added to Clause XIX so as to
provide for a definition of the term "Member presiding";
paragraphs (2) and (3) of Clause XXI are deleted so that the Clause will only provide for an
elected President who shall preside at a meeting of the Council when present but without going into detail as to who should preside in his absence; and
a new paragraph (2) is added to Clause XXIII to expressly enable the Legislative Council to make its own standing rules and orders to provide for a member of the Legislative Council to act in place of the President of the Legislative Council if or whenever the President is absent or unable to act.
