I attach a draft submission to Mr Goodlad (Annex A), draft Letters Patent (Annex B) and draft Additional Instructions (Annex C). I also attach a copy of the Letters Patent and Royal Instructions which are to be amended (Annex D).
2. The background to these two draft instruments is set out in the draft submission, and in the attached Note for the Privy Council (Annex E).
