Under the proposed paragraph 3(b), the officer would be provided with an opportunity to submit an excuse for his absence and if he wished to contest his dismissal, the full procedure under Colonial Regulation 57 would be used. Summary dismissals will of course be subject to advice from the Public Services Commission and to your approval when appropriate under Colonial Regulation 66.

I am sorry to request an amendment to Colonial Regulations so soon after the amendments which took effect from 1st Jamiary 1977. The only alternative would be to make a Civil Service Regulation providing that an officer vho is absent from duty without reasonable excuse shall be deemed to have terminated his service without notice but I am advised, for the reason given in paragraph 4 above, that this could be construed as being in conflict with Colonial Regulation 57.
