PRESENTER (ROBIN LUSTIG): There have been more bitter denunciations from China of Britain's decision to move ahead with the tabling of political

reforms in Hong Kong despite the opposition of Beijing. A Foreign

Ministry Spokesmen, Wu Zhen Minh (phonetic), said the move marked the end of negotiations between the two sides and he warned that economic

end trade relations between China and Britain will now be affected.

Michael Sze, has said that there won't be any more reforms introduced until it's certain that further dialogue with China is impossible. On

the line to Hong Kong, I asked Mr. Sze, whether this is meant as a carrot to encourage Beijing back to the negotiating table?

MICHAEL SZE: What I have said is that the package that I introduced in the Legislative Council yesterday will stand as it is, but we are not. at the moment, commiting ourselves to a particular timetable to table the remaining elements of the Governor's proposals. The Governor will wish to consult the political parties concerned and to listen to views es to whether the package that he unveiled in 1992, the remaining part

of it, should be introduced as it is or whether it should be modified

in the light of our discusssions with the Chinese side.
