If the White Paper is to be published on 17 February, it would be diplomatic to inform Chinese (without soliciting a response) very shortly beforehand. This could be done in the afternoon of Tuesday, 15 February i.e. after
ExCo. We may however need to alert ExCo some time before
the Chinese New Year holidays (10-13 February).
