TIME-TABLE FOR A SECOND STAGE BILL.

This paper discusses the broad
legislating arrangements for the functional constituencies
and the Election Committee for the 1995 LegCo elections,
and for publishing the White Paper to tie in with the legislative process.
Conclusion

We should:
(i)
introduce draft legislation on 9 March 1994
for enactment by 6 July 1994, regardless of whether the draft legislation is to be based
on the 1992 or the 1993 package (see paras.4 and 8); and
(ii) publish the White Paper on 18 February
1994, if it is agreed that its publication
should be timed to pave the way for (i) above
(see para. 7).

LegCo
As can be seen from the major steps leading to the
elections in 1995, all necessary primary legislation
has to be in
place by 6 July 1994 before Legco goes into
summer recess. If we fail to make this date, enactment of the legislation will be put back to November 1994 because of the intervening summer, plus the fact that october will
practically all be taken up by the Governor's Annual
Address.
This will leave the BEC with totally inadequate
