We have no problem with your proposed reply except that we would prefer to delete the sentence quote they cover the whole range of issues connected with the District Board, Municipal Council and Legislative Council elections to be held in Hong Kong in 1994-95 unquote and replace this with something like quote their scope is defined in the announcement of 13 April unquote. The reason for the change is that we are hoping to get away without having to discuss with the Chinese the whole range of electoral issues, and would not want to give them any impression that we expected discussion to cover the whole range.
