I think you are right to get things moving in Hong Kong first, to establish the necessary support and the appropriate degree of autonomy for a Hong Kong Branch of the Chinese Academy of Sciences. There is a basis on which to build, and there are plainly sensitivities. I am sure the Royal Society would cooperate effectively and sensitively if at a later stage you wished to involve them.

In China apparently the Academy of Sciences covers engineering too, and functions through branches in the provinces. By contrast the Chinese Academy of Social Sciences has no formal relationship with Academies of Social Sciences in the provinces. So the organisational pattern would fit a Chinese Academy of Sciences Branch in Hong Kong.

While there are no Fellows of the Royal Society resident in Hong Kong, there are five Fellows of the Royal Academy of Engineering, including Dr Charles Kuen Kao, the vice- chancellor of the Chinese University of Hong Kong. I understand that when Sir William Barlow, President of the Royal Academy of Engineering, visited Hong Kong recently he discussed with them some form of organisation in Hong Kong, but I have not discussed the matter with him. There is clearly a basis on which to build Hong Kong representation on any planning committee.
