BRIEFING FOR MR GOODLAD ́S MEETING WITH LEGCO (1 JUNE)

1.

Thank you for your letter of 24 May to Deborah Barnes Jones about the issues LegCo will want to raise with the Minister, and for your follow-up letter about the additional item (the UN Convention on the elimination of discrimination against women).

2. In your first letter you ask if Mr Goodlad would like to make a statement to LegCo before the question and answer session begins. He will be making a few introductory remarks, but not anything that should be described as "a statement".

3. You said you would be providing briefing at your end on the Hong Kong attitude to the UN Convention on eliminating discrimination against women. We have provided Mr Goodlad with a brief line to take on the HMG view as follows:

Extension to Hong Kong of the UN Convention on the elimination of all forms of discrimination against women.

Decisions on an issue like this fall squarely within the autonomy of Hong Kong to determine its own social policy.

- Britain would certainly be ready to take the necessary steps to extend this Convention to Hong Kong if the Hong Kong Government were to ask us to do so.

This could be modified in the light of your briefing.
