I am sure it is absolutely right to try to do avoid misunderstanding of the sort displayed

by Ms. Christine

But I am not too surprised that

she has not given up

commenting in public. When Peter Lai

tackled Ms. Loh on 31 May, at а dinner for Mr. Goodlad,

why she kept on asking questions about this when she already

knew the answers (from a briefing by you), Ms. Loh replied

that as a human rights lobbyist, she felt obliged to keep up the pressure on HMG and HKG until the problem is solved!

Thus, while I entirely agree with you that we should discretely educate some of our legislative councillors, and

am gratul for your efforts in this regard, we shouli mave

no illusion that We can head off further questions and

pressures from the human rights activists. It is indeed not

unknown for Legislative Councillors to say one thing in private discussion and another in public. Incidentally,

some Legislative Councillors are not altogether reliable

in telling the world what they hear from us in private! This could prejudice our negotiations with the Chinese.
