constituencies, and arrangements
for the nine new functional constituencies to
enfranchise all the remaining eligible voters
in our working population;
fourth,
developing the role of District
Boards and abolishing appointed membership on
these and on the Municipal Councils;
fifth, the establishment of a Boundary and Election Commission; and
sixth, that the Election Committee which
will be needed for 1995 should comprise
members who have themselves been elected. I
suggested that the simplest way to achieve
this would be to draw
draw all or most of its
members from the directly-elected District
Boards.
