Very many thanks to you and to Robin McLaren for the helpful comments in your letters of 29 September on the latest draft of the Governor's Address. As indicated in our telno 1552, the Governor has taken many of these points into account in the latest version of the draft. I attach the relevant extracts, which you will wish to forward by fax to Christopher Hum in New York.
We will finalise the draft on Saturday once we know the outcome of the Foreign Ministers' meeting. I understand that Christopher has kindly agreed to telegraph us by 8 am Hong Kong time on Saturday 2 October with a report on the meeting and any thoughts on whether changes to the Address may be necessary in the light of it.
