1. I am grateful for the comments on my draft speech Letters of 29 September from Sir R McLaren and Ricketts (HKD). We have taken account of these comments in the latest draft. Relevant extracts are being faxed to Peking and to HKD (for forwarding to UKMIS New York). We shall finalise the text over the weekend, taking account of the reporting telegram from New york after your meeting with Qian Qichen.
2. Our aim is to send a copy of the final text to Peking by hand of the pilot on Dragonair flight KA330 on 4 October (ETA 1900). Grateful if the Embassy could make arrangements to take delivery of this. Subject to Sir R McLaren's views I propose that he should give it to Lu Ping on 5 October.
3. We propose to send copaies of the speech to NCNA a few hours before I deliver it, as we did last year.
