GOVERNOR'S ADDRESS TO LEGCO: DEAR COLLEAGUE LETTER

We agreed by telephone that it would be useful for Mr Goodlad to write to those who follow Hong Kong in Parliament enclosing the Governor's speech and highlighting the main points. The aim would be primarily to keep the channels open for when we need to canvass support later in the Autumn.
2. Mr Goodlad has agreed to send such a letter. I enclose a draft. Grateful for any comments by close of play your time on 4 October.
