Howard Young: Mr President, the target or deadline for gazetting the bill, in fact was set by the Governor himself presumably with the need I would to have arrangements in place for 1994-95 elections by then. like to know should the tabling of the legislation be deferred, would the it be feasible to differentiate between the 1994 elections and 1995 elections and therefore have some parts of the legislation put in place first and the Legco bit could in fact in the interest of having fruitful negotiations with China have actually later deadline and (than). the bits for the District Boards and the municipal councils?

SCA: Mr President, it is a fact that some parts of the legislation, For example. the Boundary and the others. more urgent that Election Commission Bill is far more urgent because there will need to
lead time for the
for the commission to
to do its job. However, for the remaining proposals, it would be invidious to try and separate them out as to say which bit is more or less urgent, because they are all interrelated, and I would submit, Sir, that we have to be clear in our mind, that what piece of legislation that will eventually emerge would be a complex one and that the council would wish to have as much time as possible to consider them and to enact them before the end of this current session.

talks between British and Chinese Governments, what is the role of the Legco and the Exco?
SCA:
Mr President, Exco will be consulted at every stage of the negotiations. We will have to, if we reach the happy stage of arriving at an understanding to recommend the package to this council and the council will then have the constitutional duty to study that piece of legislation and to decide for itself whether it should be passed.
