Only fair to the community and to those who wish to participate in the elections in 1994/95 to know what the arrangements for these elections will be at the earliest possible moment to enable them to make preparations.

What if the Legislative Council won't accept any understandings reached with the Chinese side?

The Council will have to take its own decisions in the light of the outcome of any talks. Our clear aim would be to reach an understanding on electoral arrangements which are open, fair and which we judge will be acceptable to LegCo.
