Q20
Secret talks? Secret deals?
A20
No secret deals. If talks began, we would of course
recommend any understandings reached between the two
sides to the Legislative Council. It would be for
this Council to enact legislation for the 1994/95
elections, This constitutional reality alone means
that there could be no repeat no secret deals or
understandings with the Chinese side.

Q21
A21
The liberals have said your package is their
bottom-line. How could you reach agreement with
China and retain liberal support?
Legislation will need to be passed by this Council. Hope this will be done with the widest possible support, including liberal members. Our objective in talks would be to reach an
understanding which is open, fair and acceptable
to the people of Hong Kong. I sincerely, hope
that any agreement which met those criteria
would be acceptable to a broad cross-section of
opinion in this Council and the community.
But let us be realistic; talks will not be easy.
Q22 What would you regard as a successful outcome?
A22
Arrangements for the 1995 elections that are open, fair and acceptable to the people of Hong Kong, and
command the support of this Council.
