You have said that you are willing to talk on the
basis of the JD, the BL and the relevant
understandings and agreements between the two
sides. What are these understandings and
agreements?

In the exchanges of early 1990, the British and Chinese sides agreed that they should discuss
arrangements for the 1995 elections. I also believed that we had an understanding with the
Chinese side that the arrangements for the
elections should be fair, open and acceptable to
the people of Hong Kong.

What Others?
These are the relevant agreements and
understandings I am aware of, apart of course
from the Joint Declaration. As for the Basic
Law, I deliberately framed my proposals to comply with that, and I firmly believe that they
do. If the Chinese side think there are any
more agreements or understandings, I suggest you
ask them.
What did Mr. Goodlad mean when he wrote that any
LegCo decision would need to be subject to Britain's
international obligations?
