Constraints on China

while the chinese could make life extremely difficult

for us if they decide to discontinue cooperation with us, there are a number of external and self-imposed constraints on their

freedom of action. The main external constraints are MFN,

their wish to join GATT and their hope to host the Olympics. The self-imposed constraints are their assurances that they

will look after Hong Kong's economy and not take over Hong Kong

Letore 1997. Another likely constraint on them is the shape of

the eventual package which Legco passes on the 1994/95

elections.
