The NPC is to pass a motion "for the establishment of
a preliminary work organ for the SAR Preparatory Committee".
The motion will authorise the NPC standing Committee to set up
the organ.
This is likely to take some months (the time frame
of "as soon as possible" in the original draft has been
deleted).

The details of the composition and functions of the
organ have not been formally announced. The following is based
on newspaper reports. It should be remembered that the Chinese
could give as many or as few functions to the organ as they want, depending on the state of their relationship with us at any time and also on the degree to which they want people
outside the Chinese Government itself involved in Hong Kong
policy.
Composition

Wen Wei Fao has reported that Hong Kong people will
make up at least 50% of the organ. The organ will be drawn
from HKMAO and NCNA officials, NPC and CPPCC members, and Hong Kong Affairs Advisers. Legal experts will also be included. The organ might be modelled on the Basic Law Drafting Committee which had sub-groups on economic, political, social and legal issues. An NCNA official, Li Waiting, has said that members of
the organ could, like Hong Kong Affairs Advisers, be appointed
in batches.
