As I mentioned to you over the phone I had a brief word with Mr Barrow to discourage him from pursuing the idea. I told him that it would raise the temperature without achieving any of the objectives he had in mind. He said that it was just an idea. I am afraid that it is an idea that he will return to from time to time!
Luckily for us the proposal is slightly academic as there is a fairly long queue for debate slots and those on 21 April have been committed. Indeed we will be debating on 21 April Szeto Wah's motion that there should be a referendum on the constitutional package!
