I have discussed the first draft of the memorandum (which I faxed to you with my letter of 10 June) with Sir R McLaren and members of the team here.

It was clear that the way I had drafted paragraph 9(ii) had led to misunderstanding, I was not intending to suggest that we should, as early as the Secretary of State's visit, be putting revised proposals on the table. I had in mind a formula which would serve as a further inducement to the Chinese to put their ideas on the table. I have now, with William Ehrman's help, recast this section, and included as Annex I a suggested formula. paper also now says that we would not put forward specific new proposals until the Chinese have given us their views on all the issues.

3. I have made a number of other changes reflecting comments from here
particularly in paragraph 7 on the likely course of the negotiations, and 14 on the timing issues (in consultation with Michael Sze).
