I am also surprised at the low importance you attach to the through train. We think that it is in the best interests of
Hong Kong to provide electoral arrangements in 1994 and 1995
which are compatible with the Basic Law, and are therefore
capable of enduring beyond the handover of sovereignty in
1997. Whatever the outcome of the talks with China, the
Governor will introduce legislation designed to meet those
twin objectives. It will be for LegCo to discharge its
constitutional responsibility to debate and pass legislation.
As we have said all along, we shall accept the final decision
of LegCo. I am confident that, in reaching their conclusions,
LegCo members will wish to take full account of Hong Kong
opinion, and in particular of the views of their constituents.
On your final point, I am happy to confirm that HMG are delighted with Chris Patten as Governor of Hong Kong, and have
no intention of recalling him.
