Governor'a 1993 LegCo Address
As promised on the telephone today, I attach extracts Of the latest draft of the Governor's Address. These extracts cover all the China-related aspects and the section on constitutional development. I am sending the same extracts to Sir Robin McLaren.
It would be very helpful if we could receive any comments by close of play Hong Kong time on wednesday, 29 September. The Governor is broadly content with the text as it stands but it is of course still subject to change. In particular, we will not be able to finalise the constitutional section until the weekend i.e. after the Foreign Ministers' meeting on 1 October. However, for logistical and printing reasons we would like to get all other amendments into the draft before then if it is possible to do so.
We will of course be sending you advance copies of the final version of the speech early next week.
