THE QUEEN'S SPEECH AT THE OPENING OF PARLIAMENT
1. FLG meets tomorrow to discuss forward legislation, including the text of the Queen's speech, which will be given on 18 November. I attach a text which indicates the changes from our proposed passage, passed to Cabinet Office in July.
2. With apologies for the rush (we received the text only this morning) I would be grateful for any comments which ministers might make tomorrow on the text we have. On some subjects (Middle East, Maastricht) the text needs updating. On others Cabinet Office have redrafted, and we should be sure the redraft remains accurate.
3. Grateful for comments by 1500 today. Silence will be taken as assent.
