In my view only one of the 4 options outlined in the ExCo paper meets this test, although Ms Brooks has also come up with an ingenious fifth option which I think is worth passing on to Hong Kong.
5. I believe that the best way to inject our views at this stage would be to write at working level to the main players in the Hong Kong Government. I submit a letter from myself to Mr Michael Sze. This makes plain that we are not advocating a change in the Governor's proposals, but simply feeding in thoughts should ExCo decide to advise in favour of a change.
