Annex D
The EC will have 400 members and will be composed
of four sectors, viz.
Industrial, commercial and financial sector;
(i)
(ii)
The professions;
(iii)
(iv)
Social service, personal service, labour, religion and other sectors; and
Political personalities sector.
Delineation
2.
The first three sectors will be delineated by occupations. It will comprise 28 FCs and will each return 100 EC members. Electors eligible to vote in the relevant FCS (estimated to be 1 million) will elect these 300 members. Candidature will be open to FC electors belonging to the relevant sectors.

The remaining 100 members will be elected by electors eligible to vote in LegCo geographical constituency elections, but not in FC elections (estimated to be 3 million). The candidates will be nominated by elected LegCo and DB members, plus NPC/CPPCC deputies (but excluding UC/RC members).
Elections will be on a geographical constituency basis: the whole of Hong Kong be divided into 20 constituencies, with each constituency returning 5 EC members.
