OTHER CONSIDERATIONS 21. All the four options discussed above involve the organization of some form of elections for the sole purpose of electing some or all of the EC members. This requires the design of a whole new set of electoral arrangements and legislation which are fair, simple and easily understood by the public. This problem can be avoided if the EC is to be composed entirely of DB members.

With the exception of option (d), all other options potentially conflict with one of the five principles for an EC proposed by the British side and agreed by the Chinese side in February 1990 (see Appendix to Annex E), viz, that the composition of the EC should as far as possible avoid direct duplication with the membership of other constituencies of LegCo. An EC comprising solely DB members will not have this problem.
