That we should accept the view of the Governor and ExCo that publication be delayed for one week. I also recommend that we should put the Chinese on notice that we cannot accept indefinite delay. I submit a draft telegram of instructions to Peking which will need to be despatched on 11 February, together with a PS letter to No 10 up-dating the Prime
Minister.
