Working backwards, and so as to give Legislative Council Members adequate time to scrutinize the amendments, our current aim is to introduce the three amendment bills mentioned in paragraph 4 above into the Legislative Council in February 1993. Constitutional Affairs Branch and the Legal Department are now working on the legislative proposals under the following time-table-
(a)
Drafting of the Bills and related submission
December 1992 to 7 January 1993.
(b) Informal Executive Council discussion of the
substance of our constitutional proposals
December 1992 (Date to be fixed).
(c)
Submission of draft Bills to the Executive Council
Meetings during 12 January - 2 February 1993.
(d) Gazetting of Bills
5 February 1993.
(e) Introduction of Bills into the Legislative Council
17 February 1993 (1st and 2nd reading).
