HONG KONG DRAFT OPD (K) PAPER
1.
I submit telegrams to the Secretary of State's party in Buenos Aires with the text of a draft OPD (K) paper. This incorporates the comments received on an earlier draft from the Governor and from Mr Goodlad. I have also adjusted the paper slightly to take account of a point in Peking telno. 10 that we should not assume that a change in China's public line automatically means an evolution in their underlying attitude.
