1. As discussed at Mr Goodlad's meeting this morning, I submit
3 telegrams as follows:
- a pair of telegrams to the Secretary of State's party in
Santiago with our advice to the Secretary of State on the
Governor's suggestion (Hong Kong telno 41 attached) for early
talks between Sir R McLaren and the Chinese;
a short telegram to the Governor with some thoughts on the
handling of tomorrow's ExCo meeting (his telno 44).
