It is a popular system commonly used in many other places e.g. USA, Canada and UK. It is also well tried in Hong Kong: all UC/RC constituencies and 146 out of DB constituencies [NB. the remaining 64 DB

constituencies use double-seat double-vote at the but we have proposed that all DB constituencies

should become single seat as from 1994.]
