At present Mr Fung and his two colleagues are due to come to London Later this week and to see Mr Goodlad on 26 April.
Mr Fung had also asked to see the Prime Minister and the Secretary of State. We did not recommend call on the Prime Minister and the Secretary of State was unavailable. Mr Fung has now come back to say that he is very keen to see the Secretary of State as well as Mr Goodlad, and would therefore prefer to postpone his visit to a time when he would be able to see both of them.

Diaries permitting, we would in principle be inclined to recommend a brief courtesy call on the Secretary of State. the ADPL's possible importance in a close LegCo vote on the 1994/95 electoral arrangements, it seems worth doing what we to keep them on board. We understand the ADPL are among the most Likely liberal groups for 'united front' approaches from Peking. They will apparently be visiting Peking 2-7 May, where they expect to see Lu Ping and Qian Qichen.

Before we submit on this it would be helpful to know how strongly, in all these circumstances, you would recommend that the Secretary of State should see Mr Fung and his 2 colleagues. For future reference, it would also be useful to know if your recommendation would be the same for other smaller parties represented in LegCo (eg Meeting Point or the DAB).
