possible, the Secretary of State should agree to see visiting
members of LegCo, particularly those who are leaders of
political parties. The Governor has endorsed this
recommendation (Hong Kong telno 612).

The Governor has also warned that Mr Fung (through
inexperience rather than malice) is liable to give to the press
a garbled account of discussions he has had.
Mr Patten has
therefore suggested that a member of News Department might be present at Mr Fung's meeting with both Mr Goodlad and the
Secretary of State, so as to be ready to correct misquotes if
necessary.
