The cultural and entertainment industry is obviously different from

other functional constituencies which stress on the material and

economic aspects. As a group dealing with cultural life, their

position in the political system should be affirmed.

As the functional constituency elections are strongly criticised as favouring the middle and upper classes, the Association proposes that

the number of seats of the labour functional constituency be

increased to 6, so as to narrow the gap between the grass-roots and

the middle and upper classes. The Association proposes that the 6

seats of the labour FC should be returned by all trade union members on the basis of "one man one vote". According to the statistics of

the Labour Department, there were 490,000 trade union members in Hong Kong as at 1991. After deducting the number of people who also

belong to other FCs, there would still be nearly
