Almost 1 million 30 seats

system of functional constituency is one which restricts democratic participation in the elections. As the number of voters is limited, the representation of the LegCo members returned is much weaker than that of their counterparts directly elected from the geographical constituency. The most unacceptable part is, under such a system, some people have the privilege of "multiple votes", which is contrary to the principle of equality in the Bill of Rights.

Hence, the Association puts forward the proposal of "one man one vote" to replace the existing unfair election system of "one man multiple votes". The proposal of "one man one vote" is made on the basis of the principle that each eligible voter should have an equal number of votes. In other words, on the basis of the "one man one vote" principle, it is hoped that voters may choose to vote in either the geographical constituency elections or the functional constituency elections. Voters may choose to vote in either one election, but cannot have more than one chance to vote. Therefore, if a voter chooses to vote in the functional constituency elections, he/she will have to
