Legislative Councillors Election of
package on constitutional reforms for 1995 on the basis of six principles as follows:
(1) conformation with the Sino-
British Joint Declaration;

more progressive than the 1991 elections;
not more retrogressive than the proposals put forward by Governor Mr Chris Patten;
possibility of straddling 1997 to enable further development of democracy

The ADPL met the Governor for a second time to discuss putting into effect the 1995 constitutional package.
