Proposal on Hong Kong's Constitutional Development in the Transitional Period
Sino-British Talks and Hong Kong People's involvement
1.1
Increased Transparency of Sino-British Talks
Talks The closed-door talks inevitably, keep the uninformed Hong Kong people guessing. Our greatest worry is, as a recent survey reveals, there may be secret made between the two governments without having our interests duly considered. We urge increasing the transparency of the talks. On the one hand, Hong Kong people can voice their opinions according to the pace of the negotiation. On the other hand, it helps to eliminate unnecessary
surmises. Furthermore, it will help boost Hong Kong people's confidence in the two governments.
Proposed Measures
News Briefings

As the negotiation process will last propose that representatives from both governments should hold news briefings after each round of talks. Besides, agenda and arrangement of the next round of talks should be disclosed. Subsequently, Hong Kong people are informed about the development of the negotiation and voice their opinion accordingly.

Increased Channels of Consultation
Both governments are trying to work out the arrangements of elections in 1994 and 95. The agreement reached will decide Hong Kong's constitutional development in the later stage of the transitional period. то ensure smooth implementation, the results of the talks have to be acceptable by Hong Kong people. We urge both governments to consider every effective ways to collect people's opinions to serve as a major reference for the negotiation.

Opinion Polls
Scientific and representative social surveys can help to Hong Kong people's inclination objectively. We propose that, during the negotiation process, on items to be decided, our preference can be collected through scientific opinion polls.
