It is undoubtedly true that the fortunes of the UDHK and of Martin Lee personally have fallen a long way since his election success of 1991. I suspect he is worried that they may have a lot further to fall still; and that in his desperation to preserve his own and his party's future, he may well feel that he has no choice but to go for broke. But I doubt if he had made up his mind about any of this; nor can he have had the opportunity to consult the party properly.
