Martin Les

You will recall that Martin Lee tried to see the

Governor before his departure for the UK last week. As this was not possible he came to see me instead on Thursday 4 November. What he had to say was a version of what he

said to Alan Paul (recorded in his minute of 4 November to

Members of the Ad Hoc Group). The only bit that was new was a threat to precipitate the dissolution of LegCo by mass resignation of members of his party and other

"liberals".

He called on me again this morning to reinforce

His key points were:

we should not have made the conditional

concessions we made without consulting him;

(b) he claimed that the governor had undertaken to

consult him before making any major moves but failed to do so before we made our conditional

offers on FC and EC. He had to ask Ag Governor

(Governor was then on leave in Italy) for a briefing when he saw stories in the press. therefore felt let down by us,

UDHK supported the 1992 package as they saw an additional of 19 indirect "directly elected" seats in the FCB and BC which together with the 20

geographical seats will give UDHK and other liberals an opportunity to gain a majority in

LegCo.
