The Secretary of State briefed Jack Cunningham MP on the latest state of play on Hong Kong. He was grateful for Mr Cunningham's helpful comments in the House last Monday. Present plans were that the Governor would introduce legislation towards the end of March, with the aim of completing it by the end of July. During this period the Governor would stress that we were open to talks with China.

Mr Cunningham said there was no dispute between the Labour Party and the Government on this and he had told Ambassador Ma as much. Labour would continue to support the Governor's plans to extend democracy in Hong Kong and he would continue to enjoin the Chinese to enter into talks with HMG.
